Nepal, Surkhet, 11.Dec. 2016| Recently, a team led by Mr. Emmanuel Yuove along with Mr. Kaushal Shrestha representative from IFAD visited High Value Agriculture Project (HVAP) so as to assess the social environmental and climate assessment procedures (SECAP) from 03-10 Dec. 2016. During the visit, the team visited various beneficiary groups, cooperatives, individual agri-businesses involved in Off Season Vegetables (OSV), Goat, Apple, Timur and Turmeric along the Surkhet-Dailekh-Kalikot-Jumla road corridor. In addition, the team also visited other project beneficiaries and small infrastructure user groups, and held discussions with various stakeholders and development partners at the district level.
IFAD is committed to enhancing social justice, environmental sustainability and climate resilience in small-scale agriculture in the full range of its projects and programmes. Promoting a sustainable natural resource and economic base for rural people that is more resilient to climate change, environmental degradation and market transformation is at the core of delivering IFAD's poverty reduction and sustainable agriculture mandate. Hence, the visit led by Mr. Yuove discussed with HVAP project staff, stakeholders and beneficiaries about the social, environmental and climate impacts in HVAP project areas and the role of HVAP project interventions for the mitigation and adaptation.
During the mission, the team observed some of the established value chain mechanisms such as market led production, promotion of agri business, established market at local and regional level, service delivery mechanisms through local resource persons (JT/JTAs) in major high value commodities of HVAP. In addition the team has also observed climate proofing HVAP interventions i.e. small irrigation, cellar store, plastic tunnel, satellite nursery, etc; which has been playing vital role for the community to cope with climate change. Similarly, in context of social, environmental and climate assessment process, the team felt the changing climate scenarios in terms of reduction in frost and increase in pests/ disease, failed rains and cold waves that has been affecting overall production in agriculture sector as revealed by the HVAP beneficiaries.
In the future, it is anticipated that the assessment will set a priority to adopt guiding values and principles to promote social, environmental and climate adaptation benefits; identify suitable entry points in the HVAP project cycle for mainstreaming social, environmental and climate adaptation sustainability considerations into all its activities; and will be ensured effective stakeholder engagement and community involvement to develop coping mechanism of affected individuals and communities in HVAP project areas.
