HVAP Organized 11th PCCG Meeting at Surkhet

12 July 2015 | High Value Agriculture Project in Hill and Mountain Areas (HVAP) organized 11th Project Consultation and Coordination Committee Group (PCCG) meeting with the auspicious presence of the Honourable Secretary Mr. Uttam Kumar Bhattarai from the Ministry of Agricultural Development (MOAD). The meeting was chaired by Regional Agriculture Director (RAD), Mr. Achyut Prasad Dhakal, and the Honourable Secretary as a chief guest which was followed by the valued presence of the representatives from other Regional Directorate Offices. Similarly, representatives from DADO, DLSO, LDO, HVAP, USAID/KISAN,etc; were also invited.





The meeting was started lately after the first day field visit by the honourable secretary and team at the HVAP and DADO’s project areas. With the formal introduction and welcome speech by HVAP, Programme Manager-Mr. Rajendra P. Bhari then the meeting took the speed. While welcoming to the PCCG members, Mr. Bhari highlighted on the purpose of PCCG meeting and conceptualized on HVAP programme and approach. Most importantly, the purpose of PCCG meeting is to share the status, progress and future plans of the project to PCCG committee and the region and district based stakeholders.





Long discussions were held on the various agenda right after the presentation. Among them, agenda of cold storage establishment in Surkhet took longer time and covered the mass attention. The newly elected CCI, Surkhet chairmen, Mr. Prakash Adhikari strongly put forwarded his agenda to support all the stakeholders mainly HVAP on this matter. In fact the agenda was already passed from the meeting, however, fund was still lacking to initiate. By realizing the fact, the honourable secretary urges HVAP to increase support volume from 30 million to 50 million as the total budget is 120 million. In addition to this, the honourable secretary asked HVAP team to review M&E plan as it should focus more on outcome level. Pointing to all the projects and programes being implemented under MOAD, the honourable secretary urges them to minimize resource duplication. It can be controlled if we involve media into project interventions as he said. He further acknowledged the role of media and they should be involved to maintain transparency, accountability and share best practices.



Similarly, ,  Mr. Bijaya Kumar Malik,  Regional Director of Administration highlighted on the need and necessity to HVAP team to review on target versus achievements which is still below on the range.



At the end, Mr. Achyut Dhakal Regional Director of Agriculture emphasized the beauty of HVAP and requested all the stakeholders to cooperate HVAP team so as to achieve its goal from their side, too. The meeting was ended with the remarkable notes of PCCG chairperson about HVAP that can be a model for rural economic growth and poverty alleviation. He further added that the establishment of cold storage can further add value for this growth and prosperity.  Altogether 65 participants were on this meeting.
