Ninth PCCG Meeting Organized

High Value Agriculture Project in Hill and Mountain Areas (HVAP) organized 9th Project Consultative and Coordination Committee  (PCCG) meeting on 9 July 2014 at the premises of Regional Agriculture Directorate (RAD) Office, Surkhet. The meeting was chaired by Mr. Shree Narayan Sharma, Regional Director (RD) of RAD followed by the valued presence of other Regional Directorates such as from Forestry, Irrigation and Livestock Services. Officiating Regional Administrator of the region and Chief District Officer of Surkhet were also present. Similarly, representatives from DADO, DLSO, LDO,  MEDEP, OXFAM, MSFP, Heifer, etc; were also invited. Altogether, there were 38 participants on this meeting.



 The meeting was started with the formal introduction and welcome speech by Mr. Rajendra P. Bhari, HVAP, Programme Manager with the beautiful facilitation of Mr.Tribhuban Paudel, GESI Expert. In addition to welcoming, Mr. Bhari has also highlighted on the purpose of PCCG meeting and conceptualized on HVAP programme. The purpose of PCCG meeting is to share the status, progress and future plans of the project to PCCG committee and the region and district based stakeholders. The PCCG comprised of total nine members generally from Regional Directorates (Agriculture, Forestry and Livestock Services), Local Development Offices, District Chamber of Commerce and Industries and led by/chaired by RAD, Surkhet and HVAP Manager being the member-secretary.  By realizing the fact, Mr. Hari Gurung, Senior Agriculture Officer, HVAP and Mr. Shirish Pun, Planning Officer, HVAP did presentation on programme achievements, scope of work, future plans, summery of programme activities and financial status, simultaneously.



After the team presentation, Mr. Sharma, RD opened up the floor for the queries and concerns that diverted the meeting atmosphere into very communicating and collaborative. Participants have asked very relevant questions such as programme approach and modality in terms of how value chain works, how it benefits to pro-poor and how the project supports to increase production and productivity. Likewise, some has put forwarded concerns of programme coverage and possibilities of further extension on neighbouring areas such as Mugu district; some has asked about the effectiveness and efficiency of the program activities and incorporation of lesson learned, opportunities and concerned in this field.



All the queries and concerns were noted and precisely handled and managed with the convincing response made by Mr. Bhari, Mr. Krishna Thapa, M&E Expert Mr. Sanjeev Shrestha, VCD Advisor, Mr. Gurung and Mr. Pun. Most importantly, the role of RD in terms of making floor more interactive and issues to go mild and doable was appreciated by the HVAP team.



At the end, Mr. Sharma, RD of Agriculture, Surkhet emphasized the beauty of HVAP and requested all the stakeholders to cooperate HVAP team so as to achieve its goal from their side, too. “HVAP can be a model for rural economic growth and poverty alleviation due to its modality and approach which is replicable”, he further adds. While concluding his remarkable notes, he asked the HVAP team to involve district based stakeholders mainly DADO, DLSO and DFO in project intervention/implementation model for the sustainability purposes.



The meeting was organized very thoughtfully on that day because Mr. Shree Narayan Sharma, Regional Director (RD) is going to be   retired from RD position very soon and he will no more be chairing. Hence, on behalf of the team, Mr. Bhari and Gurung has highlighted and acknowledged RD’s contribution in HVAP and requested the HVAP team to participate on his farewell at the same date and time.
