IFAD Implementation Support Mission Team Visited High Value Agriculture Project (HVAP)

Nepal, Surkhet, 12. Nov. 2016 | A Mission team from the International Fund for Agricultural Development (IFAD) visited High Value Agriculture Project (HVAP) from 08th to 11th November, 2016 to provide implementation support. The objectives were to (i) assess the status of the amendments to be processed by the MoAD and MoF for further processing by IFAD; (ii) review the progress in implementation of agreed actions from the last ISM in August 2016; (iii)  ascertain the status with regard to availing the continued services of SNV and extension of the contracts to the LNGOs; (v) review the overall performance with reference to a number of recommendations made by last (5th) Supervision Mission  and 7th ISM and propose further steps including estimation of amounts available for possible cancellation and (vi) support the project team to identify and resolve any bottlenecks or emerging issues and identify issues to be addressed during the next supervision mission in Jan 2017.



The mission team has thoroughly discussed on each value chain groups, thematic groups and project management team on overall performance and progress of the project. Similarly, the team has also been taken to field for the filed monitoring and supervision. As highlighted in the Aide memoire, overall progress is satisfactory and momentum is accelerating. HVAP is increasingly establishing itself as a flagship agricultural market development project with a well proven and maturing approach ready for replication. It is well on track to achieving its key development objectives set at design and may even exceed these targets, shared by the mission team and they anticipate few aspects to be accomplished soon; such as Service Market, Exist Strategy of MSP and Overall HVAP Exist Strategy, Market Oriented Social Mobilization and POs Graduation and Sustainable Seed Supply of Ginger and Turmeric.



A mission team was led by Mr A. M. Alam (Mission Leader and Infrastructure Specialist)   along with Mrs Girija Srinivasan, Rural Finance specialist and Mr Bashu Aryal (Targeting, Gender and Knowledge Management- CPO IFAD, Kathmandu). Similarly, the mission was accompanied in the field by the HVAP team comprising Project Manager, HVA Production Specialist, M&E expert, VCD Advisor, IB Officer, SMS Expert, and DPC/EDS. SNV Sector Leader and CEO/AEC also joined the field and discussion at PMU.
