IFAD Joint Review Mission Team Rates Satisfactory to HVAP

26. Jan. 2016| Recently, a mission team from IFAD, Nepal accomplished field supervision and monitoring visit at the project areas of High Value Agriculture Project in Hill and Mountain Areas (HVAP) which was led by Mr. Nigel Smith, mission team leader and value chain specialist from 12-20 Jan. 2016. Similarly, the team was comprised with Dr. Vincent Darlong, M&E and KM specialist; Saleela Patkar, Gender & Inclusion Specialist; Mr. Bashu Arya, IFAD Country Programme Officer; and Mr. Pradeep Shrestha, Financial Management and Procurement Specialist. The Mission was joined in the field by Mahendra Paudel, Chandra Joshi and Bikash Paudel of MOAD; and Tilak Rijal from NPC and in Surkhet, Piet Visser, Agriculture Sector Lead, SNV and Pradip Maharjan, CEO of FNCCI / AEC. Consultants from the ADB PPTA team for the ADSP also joined the mission for 3 days.





The current mission follows on from the Joint Review Mission in Jan 2015 and the Implementation Support mission in Oct 2015. The specific objectives of the Mission were: Firstly, to perform the regular supervisory, accountability and fiduciary duties in line with IFAD’s direct supervision policies; Secondly, to review progress in the implementation of the action plans in the priority value chains and agreed actions from the previous missions, and; Thirdly, to support the project team to identify and resolves any bottlenecks or emerging issues. The mission additionally gave consideration to the outlook of project activities through to the end of the project as well as sustainability and exit strategies.





The team has closely observed and monitored majority of HVAP project interventions which is running in seven districts and shared their overall impression at regional level with HVAP team and national level with MOAD representatives.



As highlighted in the Aide memoire, overall progress is satisfactory and momentum is accelerating. HVAP is increasingly establishing itself as a flagship agricultural market development project with a well proven and maturing approach ready for replication. It is well on track to achieving its key development objectives set at design and may even exceed these targets, shared by the mission team.





The review mission visit was conducted from 11-25 Jan. 2016 and the IFAD and the Government of Nepal endorse the findings of the mission, at the Wrap-up meeting on 25 Jan 2016 chaired by the Secretary of MOAD, Mr. Uttam Kumar Bhattarai.
